The General Department of Customs requires the Customs Departments of provinces and cities to strengthen management and supervision of import and export goods at ports, warehouses and yards, to prevent smuggling and trade fraud. Basis for implementation includes the 2014 Customs Law, Decree 08/2015/ND-CP (amended by Decree 59/2018/ND-CP), Decree 29/2018/ND-CP and related legal regulations. include:
1. Manage goods information through VASSCM System:
- Enterprises operating ports, warehouses, and yards must promptly update information about goods entering (getin) and exporting (getout) from port, warehouse, and yard areas to the VASSCM System.
- Handle violations in cases of non-compliance with regulations, including administrative sanctions or investigation according to legal regulations.
2. Monitor, qwowManagement and handling of goods stored beyond the expiration date:
- Verify the reason why the information has not been updated promptly, and adjust the data on the system after full verification.
- For goods stored for 30-90 days: Check, screen, analyze risks, and handle violations when necessary.
- For goods stored for more than 90 days: Carry out a review and notify the owner of the goods. If there is no recipient, proceed with handling according to regulations, including re-export, destruction or transfer of ownership to the State.
3. Modify consignee information on the Cargo Manifest (Emanifest):
- Verify validity and ensure goods are not subject to import bans or restrictions.
- Make corrections to information if qualified and provide technical support when necessary.
4. Strengthen internal inspection and responsibilities of relevant parties:
- Customs Branches and Customs Departments of provinces and cities must periodically inspect and evaluate goods supervision and handle responsibilities if violations are detected.
